📧 Hegney to Capitol OSP re. Daniels "racist remarks"

The photos below are in relation to a complaint made by ODVA Director of possible racial bias. Trooper Anspaugh-Lubans performed a threat assessment, and the log entry is listed below:

Troopers from the Oregon State Police Capitol Mall Office were notified of an incident that occurred in an online, public forum between a state employee and the subject, a member of the public. According to reports of the incident, the subject made racist remarks toward the employee during a Town Hall meeting. These remarks were memorialized in the YouTube broadcast of this meeting. Investigation revealed that while the interaction was confrontational, there did not appear to be any covert or overt racially charged statements made. There are two sections of the broadcast that are muted for unknown reasons. Further investigation into the identity of the subject revealed no history within OSP's database, and no further indicators that the subject is an immediate threat to the employee or any other member of the state government or public. This concludes the investigation.

Today, Senator Manning informed us that Mr. Isaac plans to attend two hearings: 11:30 a.m. and 2:30 p.m. Both hearings deal with Veteran Issues.
