Hegney to Perry: "within his legal rights"
In response to Perry's request for OSP intervention, OSP LT Casi Hegney pointed out the law is clear about protected speech.

I can offer information to help you understand how protective orders, stalking orders, and no-contact orders work.
Protective orders / restraining orders – Civil process where a qualifying relationship is required, i.e., must be a household or family member, a spouse or former spouse, an adult related by blood, marriage, or adoption, an intimate partner, or past intimate partner, or the parent of the Petitioner’s children. See the website below for more details.
No contact orders – For victims of person crimes, i.e., as part of suspects release agreement from jail to stay away from the person they have committed a person crime against. In this case, the District Attorney or Judge decides at the resolution of the criminal case if the order stays in place or is removed.
Stalking protective orders – Requires 2 or more incidents of stalking. Examples from Marion County DA website include threatening to cause injury, following, waiting outside home, school, job, or property, sending letters, texts, emails, or phone calls that threaten immediate serious personal violence. I understand that this situation may be frustrating, and I truly appreciate your patience. Please know that Mr. Isaacs appears to be expressing his concerns based on his First Amendment rights. Mr. Isaac has not made any direct threats of violence, but has mentioned that if his request for an apology is not addressed, he intends to pursue a lawsuit in Linn County, which is within his legal rights.
I know this can be difficult to navigate, but I encourage you to continue forwarding his emails to my office. Doing so will help us better understand his perspective and any potential future actions he may take. This approach will allow us to respond thoughtfully and appropriately.
