# 📧 "Subpoena to OSU DPS"

I am the pro se plaintiff in Isaac v. Manning et al., No. [6:25-cv-01159-MC (D. Or.)](https://gijustice.com/isaac-v-manning/) (McShane, C.J.). Fact discovery closes November 5, 2026\. I called your office on September 28, 2026, and [came to Kerr Administration this morning](https://www.tiktok.com/@gijustice/video/7691785280818351374?is%5Ffrom%5Fwebapp=1&sender%5Fdevice=pc&web%5Fid=7658398089116960270&ref=gijustice.com), October 1, 2026, but could not reach you.

Oregon State Police produced [an April 4, 2025 email](https://gijustice.com/20250404-0752-osu/) from OSU DPS Interim Chief [James Yon](https://gijustice.com/tag/james-yon/) to OSP Lt. [Casi Hegney](https://gijustice.com/tag/casi-hegney/) asking why I was excluded from the State Capitol (ISAAC-OSP-SDT-000039, attached). Communications about the Capitol restrictions bear on my claims against Rep. Boshart Davis and Renee Perry.

I intend to serve a Rule 45(a)(1)(A)(iii) document subpoena on OSU Department of Public Safety's custodian of records, limited to communications between OSU DPS (including Chief Yon) and [OSP](https://gijustice.com/tag/osp/), [ODVA](https://gijustice.com/tag/odva/), or any legislative office concerning me, Dec. 1, 2024 – May 6, 2025\. By October 5, 2026, please tell me:

1. whether OGC represents OSU DPS and Mr. Yon for purposes of this subpoena, and will accept service by email; and
2. who the records custodian is.

Please also preserve all such communications.
