To the National Security Division FOIA Office:Pursuant to the Freedom of Information Act, 5 U.S.C. § 552, I request the following records:

  1. Any cases opened, prosecuted, or formally declined by the National Security Division in which 18 U.S.C. § 1389 was charged or considered as a charging vehicle (November 1, 2009 to present).
  2. Any internal guidance, memoranda, or policy documents addressing the National Security Division’s use of or enforcement responsibilities under 18 U.S.C. § 1389 (November 1, 2009 to present).

I request a fee waiver on the grounds that disclosure is in the public interest and will contribute to public understanding of government operations. I am a researcher documenting federal civil rights enforcement, and this request is not primarily commercial in nature.

If any records are withheld, please provide a Vaughn index and specific exemption justification for each.

Please respond within the statutory 20-business-day period.
