The following is an email to Brian Levin and K. Grisham of the Center for the Study of Hate and Extremism at CSU Santa Barbara. All universities in the CSU system are public, meaning they answer directly to the state of California. Upon the passage of AB665 in 2013, California was supposed to protect military families. but then-AG Kamala Harris failed to implement the law and it has gone unenforced ever since, same as 18 USC 1389 at the federal level.

I called the Center a few weeks ago and left a couple of voicemails but didn't hear back from anyone. I am trying to learn as much as I can about how hate crimes are reported and enforced under section 4712 of the 2009 Hate Crimes Prevention Act, now federal law under 18 USC ยง 1389. Specifically, I am trying to understand why the FBI has never charged offenders for hate crimes against some 1,300 individual military victims. 

This seems like it might be of interest to the Center for the Study of Hate and Extremism because offenses are either related to hate crimes or domestic terrorism. I could use all the help I can get in figuring out why soldiers' and veterans' civil protections are being ignored (you might be interested to know that AG Barr and FBI Director Wray are ignoring Congressional inquiries about 18 USC ยง 1389). Are you, or someone you know, able to field questions I have about anti-military hate crimes?

Please let me know if this is something the Center can help me with, it would go a long way toward getting at a fundamental issue that affects all victims of hate crimes and terrorism.
