The following exchange occurred January 27, 2025 in the Salem public office of Representative Shelly Boshart Davis with her Chief of Staff, Reneé Perry, and Oregon State Police (OSP).

[00:00:00] Logan M. Isaac: I talked the other day about picking up a bill for Logan. I think I spoke with someone, but I'm following up. Oh, okay. Um, I was wondering where that was at.
[00:00:08] Renee Perry: I don't know yet. We haven't had a chance to do that.
[00:00:11] Logan M. Isaac: Um, I just got off the phone with the legislative counsel. There's a guy who's a subject matter expert. I'll be back. Chris, Chris Allnott. I guess he's the guy to talk to. I just came from
[00:00:23] Renee Perry: We haven't even decided we can take it on yet.
[00:00:26] Logan M. Isaac: So
[00:00:26] Renee Perry: that's the thing. So, I'd like to move forward with it. You know, we'd like But, we haven't We don't know what's going on right now.
[00:00:33] Logan M. Isaac: What do you mean?
[00:00:34] Renee Perry: She has a new committee. She's in leadership. We've got a lot of stuff going on. And we have half of our bills we haven't even introduced yet. So we have a big load.
[00:00:47] Logan M. Isaac: Okay, my next, my next stop is going to be the Oregonian. I'm your constituent. I've been speaking with this, speaking with her about this for over a year. Seventeen battle buddies are going to die today because we don't have civil rights. We don't have human dignity. So, I don't know, it'll probably take me an hour and some change to get up there.
[00:01:03] Renee Perry: We haven't even come together as a team to talk about it. So I, don't threaten me with that.
[00:01:07] Logan M. Isaac: It's not a threat. That's accountability.
[00:01:09] Renee Perry: I know it's accountability.
[00:01:10] Logan M. Isaac: Then don't call it a threat. That's insulting.
[00:01:12] Renee Perry: Well, why would you even say it? Why would you even state that?
[00:01:15] Logan M. Isaac: The truth? How long have I been in contact with this office?
[00:01:19] Renee Perry: A while, and I told you the other day
[00:01:20] Logan M. Isaac: A while. So I'm not saying anything false, and I'm not promising harm. I'm asking for accountability. Don't call it a threat, if you don't know what a threat is.
[00:01:29] Renee Perry: You said, okay, your next stop is the Oregonian.
[00:01:32] Logan M. Isaac: Yeah, I have other errands.
[00:01:32] Renee Perry: That's not threatening?
[00:01:34] Logan M. Isaac: If you have something to hide, coming out
[00:01:36] Renee Perry: I have nothing to hide! I said there's time.
[00:01:37] Logan M. Isaac: How is it a threat?
[00:01:38] Renee Perry: There's time that we have to deal with stuff. Yeah. We haven't even come together as a team yet.
[00:01:42] Logan M. Isaac: By nine o'clock, statistically, statistically, five veterans will have already taken their lives by nine o'clock in the morning. So I understand that you're under time. Don't tell me it's a threat if you don't understand what the threat is.
Yeah, I don't know either.
[00:01:58] Renee Perry: It's that veteran's bill that we haven't had a chance to talk to her about.
Dru Draper: Why are you saying you're going to go to the Oregonian on us? What's the point of that?
Renee Perry: Because he thinks we're neglecting him and we haven't even come together on this yet.
[00:02:10] Logan M. Isaac: Let me know when you have a question for me, I guess.
[00:02:12] Dru Draper: Yeah, I, I'm, I'm trying to figure out what you're trying to get to us. Like, what are you
Renee Perry: We want to talk to you, Bill. We can't talk to her about it yet.
Dru Draper: Okay. Yeah. Yeah, so Yeah, we, we have to go through our When did you alert us of this?
[00:02:27] Logan M. Isaac: About a year ago. When did I start talking with Shelly?
[00:02:29] Dru Draper: When was the bill, like
[00:02:32] Logan M. Isaac: September.
[00:02:33] Dru Draper: Okay. Uh, what it tell you.
[00:02:37] Logan M. Isaac: Okay, you don't have to tell me anything. I said I've got pre existing business with the Oregonian. I'm a constituent of Boss-Hart Davis.
[00:02:45] Dru Draper: Okay.
[00:02:45] Logan M. Isaac: We have been talking about this issue for some time. To pretend or to claim or to ignore the fact that 17 veterans are killing themselves every day is a choice, a luxury that I don't get.
[00:02:55] Dru Draper: And what does the, what does the bill do?
[00:02:58] Logan M. Isaac: Military civil rights. It would be the first in the nation to pass a comprehensive Fundamental Civil Rights for Soldiers and Veterans, which seems to me to be like it would be a priority.
[00:03:06] Renee Perry: So, when you went to Hieb, so,
[00:03:09] Logan M. Isaac: He didn't get re elected, he didn't tell me that.
[00:03:11] Renee Perry: Okay, so, you went to Hebe, he was going to sponsor this for you, and now it's back in our lap, and there's a process. So, we already have our load, and I told you that we have to have a conversation about it, where we can fit this in.
[00:03:24] Logan M. Isaac: I, I heard that, yeah.
[00:03:26] Renee Perry: So, So, how, how can we expedite anything?
Dru Draper: Let's do this, let's, um, you've sent it to us. We have everything.
Renee Perry: No, we do not have everything because, uh, [redacted] from, uh, [redacted] office is supposed to get us in touch with whoever to even, we don't even have the information. Okay, well, You didn't send us anything.

[00:03:46] Renee Perry: I don't have the information.
[00:03:48] Logan M. Isaac: That's right.
[00:03:49] Renee Perry: Why don't we?
[00:03:50] Logan M. Isaac: Because the legislation is your responsibility. I'm not paid. I authored two bills without being paid. You have legislative assistance that should be doing that, but I didn't. So no, it's not my responsibility to do that work for this office. I am a constituent.
[00:04:04] Dru Draper: You've sent us an idea for a concept that you'd like us to draft.
[00:04:08] Logan M. Isaac: Legislative counsel, yeah, legislative counsel has a concept. LC 2650, talk to Chris Allnatt. I was instructed by Gelser that they won't pick it up unless they absolutely, well, they didn't say they'd pick it up. It may be that a House member has to pick up if a House member submitted it. If that's true, I'm coming to my constitu- my rep, to say that it's there.
[00:04:29] Dru Draper: So Gelser drafted it for you?
[00:04:31] Logan M. Isaac: Nope, I drafted it.
[00:04:32] Dru Draper: Well, you
[00:04:33] Logan M. Isaac: Heib submitted it.
[00:04:34] Dru Draper: Oh, Hieb submitted it. Okay, so there's LC 2650.
Renee Perry: I did, I looked for it, it doesn't exist.
Dru Draper: So Uh, yeah, so this is a new process because he's not a member anymore.
[00:04:47] Logan M. Isaac: Yep.
[00:04:48] Dru Draper: So I don't, I'm not familiar, we can figure this out pretty quickly. How to get access to an LC of a member who's There's no longer a member anymore because each member has, uh,
[00:04:58] Logan M. Isaac: Chris Alnatt in legislative counsel's office.
[00:05:01] Dru Draper: Yeah. What was the number again?
[00:05:03] Logan M. Isaac: Uh, his number, I'm told it's his cell phone.

[00:05:06] Logan M. Isaac: LC 26. I'm sorry. 2560.
[00:05:09] Dru Draper: 2560. Okay. So. Because each member has their own client, attorney client confidentiality, I'm not sure.
[00:05:16] Logan M. Isaac: I'm happy to give you the same exact draft that I submitted, and I imagine it was never changed.
[00:05:21] Dru Draper: Okay.
[00:05:21] Logan M. Isaac: But it exists.
[00:05:22] Renee Perry: That's all we need.
Dru Draper: Yeah, if you want to send us that LC that you have.
[00:05:26] Logan M. Isaac: I don't have, I don't have the draft. Hieb never sent it to me.
[00:05:29] Dru Draper Oh, okay.
[00:05:30] Logan M. Isaac: I can give you the language that I gave to Hieb, that if it's anything like LC 8950 or whatever, Not a single word was changed. That's all I can promise as a private citizen. Now you can get upset that I'm applying pressure, but that's my job. I don't get paid for it.
[00:05:45] Renee Perry: No, but that's fine. We understand.
Dru Draper: We understand. I'm just trying to understand the program here. I'm trying to understand your perspective and we don't need to raise voices.
[00:05:55] Logan M. Isaac: Hieb submitted it in September. And it's somewhere in the legislative counsel's office. Because he was not re elected, it's still there. That's my understanding.
[00:06:04] Dru Draper: Yeah, and I'm, and I'm not familiar with the process of getting that. And I will, I will figure out what that process is. And if we can't get access to it, then can you send us what you sent to Hieb that he requested L. C. to draft?

[00:06:35] Logan M. Isaac: I didn't raise my voice until someone accused me of a threat without knowing what threats are, which is inappropriate.

[00:06:42] Logan M. Isaac: That's right. I'm already going over there. In an hour, when I sit down to talk with them, I will have
[00:06:47] Renee Perry: In my face, and you tell me the next step is the Oregonian.
[00:06:50] Logan M. Isaac: I am sitting in a chair that is afforded to, I'm assuming, constituents. So you can call it yours if you like, but that's not democracy. But

[00:06:57] Logan M. Isaac: That's not my problem. I'm me.
[00:06:59] Renee Perry: We're at an impasse, we're gonna have to agree to disagree on that. [inaudible] More flies with honey than with…
[00:07:13] Logan M. Isaac: Yeah, I don't care about your feelings. I'm here for justice.
[00:07:16] Renee Perry: [inaudible, under breath to another individual in a semi-private office]
[00:07:20] Logan M. Isaac: if your feelings need to be assuaged for you to do your job, you need to find another line of work.
[00:07:25] Renee Perry: You know what? I'm gonna call OSP (Oregon State Police) if you do not mo- tone your voice down.
[00:07:29] Logan M. Isaac: Then do so, and I will give them the exact same facts that I have been giving.
[00:07:33] Renee Perry: Great.
[00:07:34] Logan M. Isaac: And it's your feelings against the facts. And if they want to drag me out or arrest me, then I'll have more fuel for the fire for burning everything down that's about feelings and everything else.
[00:07:43] Renee Perry: It's just being a decent human being.
[00:07:45] Logan M. Isaac: A decent human being would have recognized that 17 of my friends killing themselves is a little urgent.
[00:07:50] Renee Perry I have a kid in the military.
[00:07:51] Logan M. Isaac: And that's my feeling. So, then, why are you yelling at me?
[00:07:54] Renee Perry: Cuz you already got offensive.
[00:07:57] Logan M. Isaac: Why isn't this something that's already, not already picked up?

Dru Draper: I think, I think we've got If you send us what you, you say you're gonna send us, I think we can, we can try to help you. Um, so, I think
[00:08:18] Logan M. Isaac: How shall I send it? Or should I read it to you?
[00:08:20] Dru Draper: Uh, send it to, if you send it use this email…
Renee Perry: We're fine. It's just apparently my feelings are hurt, so.
Oregon State Police: We’ve got a recorder going.
Dru Draper: What? Okay, sounds good.
[00:08:35] Logan M. Isaac: Goddamnit, I need my [glasses]
[00:08:38] OSP: Do you want him out of here?
Renee Perry: No, and we would like to get this resolved, and get the business done, but I'd like it done in a civil manner. Okay. But my feelings…
[00:08:50] Logan M. Isaac: You accused me of a threat, which is a crime.
[00:08:53] OSP: Your feelings are important.
[00:08:55] Logan M. Isaac: They are. I have rights. And there's nothing prohibiting me from having my feelings. So if your feelings are important, so are mine. Don't tell me I'm threatening unless you know for sure that that's what's going on. Accountability is not threats.
[00:09:10] OSP: Are you So what's the issue today?
Dru Draper: He wants the bill drafted and…
[00:09:17] Logan M. Isaac: That's not entirely correct.
[00:09:18] Renee Perry: It's in its process. We've already made contact. I've made contact with the people he told me to contact. It's already in process. We haven't talked to our reps about drafting this bill yet because we haven't come together for a meeting. And he said, well, if this isn't done, the next step I'm going to Oregonian.
[00:09:34] Logan M. Isaac: That's not what I said. I said, I am going to the Oregonian on unrelated business. I'm going to talk to this about them in an hour or so.
[00:09:41] Renee Perry: Okay.
[00:09:44] Logan M. Isaac: For the record, she's interrupted me almost every time I've spoken. I said, I'm going to the Oregonian. I am going to talk to them about this. I will have only the information I possess right now at this moment to give to a newspaper. And right now, I know that my bill has been lost in the ether, and my two reps, my rep and my senator, are both I don't have anything to show. That's what I know.
[00:10:08] Renee Perry: Because it's still in process.
[00:10:10] Logan M. Isaac: Yeah and? I never said any of that is untrue. Did you get it? Does the link work?
[00:10:16] Dru Draper: The current draft, and if we can't, we'll try to get a redraft in, if that's something she's willing to do. Um, but that's kind of the next step, so this should be, should be a resolution. *[misleading: why tell me a next step, if the next step was to ban me?]
