Plaintiff, a self-represented litigant proceeding in forma pauperis, brought this action under 42 U.S.C. § 1983 against Oregon legislators and legislative staff who allegedly deprived him of his constitutional rights. To effectuate service of the Second Amended Complaint (ECF No. 13), the Clerk of the Court shall forward to Plaintiff two (2) summons and two (2) U.S. Marshals Instruction forms (Form USM-285).

Within thirty (30) days from the date of this Order, Plaintiff shall complete a summons and Form USM-285 for each defendant (Defendant Representative Davis and Defendant Perry) and return them to the Clerk of the Court. Plaintiff must return the original and one copy of each summons. Plaintiff must also insert the following in the "SPECIAL INSTRUCTIONS" section of each completed Form USM-285: "This defendant is sued in his/her individual capacity, therefore personal service is required."

The Clerk of the Court is directed to promptly issue summonses and forward the documents received from Plaintiff for service of process, including the completed Form USM-285, to the U.S. Marshals Service.

Pursuant to 28 U.S.C. § 1915(d), the U.S. Marshals Service is directed to serve the summons and Second Amended Complaint (ECF No. 13) on Defendants.
