Ms. Bullis and Mr. Belton,

Pursuant to Oregon Revised Statutes Chapter 192 (Oregon Public Records Law), I hereby submit a formal public records request and preservation demand regarding my detention by OSU Department of Public Safety officers on April 2, 2026. This request is made in anticipation of civil litigation.

PRESERVATION DEMAND

I hereby demand that OSU Department of Public Safety immediately preserve, and refrain from destroying, overwriting, or otherwise disposing of, all records related to the above-referenced incident. This includes but is not limited to bodycam footage, dash cam footage, dispatch audio, incident reports, and any database records pertaining to Exclusion Order 2025-00494. Failure to preserve relevant evidence following receipt of this notice may constitute spoliation and give rise to adverse inference instructions and other sanctions in any subsequent proceeding.

RECORDS REQUESTED

I request production of the following records in their entirety:

1. BODYCAM FOOTAGE: All bodycam footage recorded on April 1, 2026, by officers involved in or present at my detention near the Holcomb Veterans Center, OSU Corvallis campus, including but not limited to Officer Chad Beeton and Officer Peter Shobe, and any additional officers who responded to or were present during the incident.

2. PATROL VEHICLE FOOTAGE: All dash cam or in-vehicle camera footage from any patrol vehicle used in connection with this incident, including the vehicle in which I was transported by Officer Beeton.

3. DISPATCH AUDIO: All dispatch audio recordings from April 1, 2026, including the call I placed to the OSU switchboard that was routed to OSU DPS dispatch, and all subsequent dispatch communications related to this incident. I note that I spoke with a female dispatcher before being connected to officers; that call and any related dispatch logs are included in this request.

4. INCIDENT REPORTS: All written incident reports, detention records, arrest records, or field notes prepared by any officer or staff member in connection with this incident.

5. SYSTEM RECORDS FOR EXCLUSION ORDER 2025-00494: All records reflecting the status of Exclusion Order 2025-00494 in OSU DPS systems as of April 2, 2026, including any database entries, system logs, audit trails, or records reflecting when this order was last updated or modified. Officer Beeton showed me a screen during the incident indicating this order was still listed as active; I am requesting all underlying records reflecting that status.

6. RELATED COMMUNICATIONS: Any communications between DPS personnel, Holcomb Veterans Center staff, or other OSU administrators on or April 1, 2026, that reference my name or this incident.

LEGAL BASIS

This request is made pursuant to ORS 192.311 et seq. I am a member of the public and the subject of the detention described above. I request that any claimed exemptions be applied narrowly and that a written basis for any withheld records be provided.

TIME-SENSITIVE NATURE

Bodycam and dispatch audio recordings may be subject to automatic overwrite or deletion under retention schedules. I ask that you confirm in writing within five (5) business days that all materials described above have been preserved and will not be deleted, overwritten, or otherwise disposed of pending fulfillment of this request.
